Who's holding out? Not Pickens. There's no indication he won't play under the franchise tag, and I doubt his agent wants a repeat of what happened last year.

Technically you could potentially do it after day one of the draft. But yeah, that trade is only happening if Pickens has a deal done with the new team. Otherwise Pickens isn't signing the franchise tag to allow it to happen. And that sort of thing isn't going to happen in the matter of minutes.
