I'm no expert, but this seems like a bad idea.
Flattening the odds makes sense (and makes it easier to fix when needed) but punishing the 3 worst teams seems like an unnecessary additional step.

I understand what they are trying to do, because tanking in the NBA potentially represents a whole lot of lost, non competitive games.I'm no expert, but this seems like a bad idea.
How else would you fix the tanking?
I dont really care either way. Just wondering how they could do it but if it entails a penalty to the Astros Im all for it.

That's what they did, they just took the extra step of penalizing the bottom 3 on top of that.
No penalty to the Astros? They basically invented the trend in the 2010s.
