So the Giants see that their defense needs fixing, and they go out and make significant signings that drastically improves the unit.

It's been awhile and I can't remember shit, but I thought that's what Dallas got in trouble for with Miles Austin's contract in the uncapped year.
It's not the same. That was an uncapped year, and Dallas tried to dump a big salary even though there was a supposed "wink wink" agreement not to. Which was a load of bullshit, but whatever.
The 49ers are 98.6 mil under the cap right now. They could in theory pay Garcon 98 million this year and still be under. And it would be legal as they would still be under the cap.
