He's definitely declined but he's still a useful player. The problem is the money. It's hard to argue he'd be appreciably better than a mid round rookie, and so the money is hard to justify. He might land somewhere, but probably for less than he'd expect.
Most teams know they can get a rookie for at or near minimum who also plays special teams to do what Zeke does. Unless Zeke is willing to sign for near minimum he is going to have a hard time finding a job. Eventually a team may sign him for his name but that's because despite the salary cap teams also want to put butts in the seats to make money.

Most RBs in a platoon system have to do more than just play downs outside or STs. I have a feeling he will be waiting a while for an opportunity and whatever they give him he should take it.

He has to be asking himself if it’s worth the abuse for the minimum he’s gonna be offered.
He’s gotten his last truly big contract; has he invested wisely? I hope so for his sake.

Might be best for him to sit out and try to come in for a contender who needs a RB during the season at this point.
