The whole thing strikes me as odd. Correct me if I make wrong, but what I've read says that there would be a much smaller window of testing and simply fines for failing, not suspensions. If that's truly the case, why even bother at all? It's simply a pain in the ass that nobody needs and clearly nobody cares about. Just stop testing outright and be done with it.
