Look, those 5th round comp picks are quality picks. If we get enough of them, one of the 10 players picked over that 5 year span may work out. The sad thing is that sometimes the solution is to trade those valuable players away for draft picks that have cheap contracts. If you don't want to spend money than stack your roster with as many players as possible still on rookie deals. Instead we never do that. We cling to those players for everything they are worth until they leave and we get nothing or almost nothing in return.
