Landry called plays more often than he didn't, actually. Don Meredith called his own plays, Dan Reeves called plays for a while, but Landry called his own after Reeves got a HC gig until the mid 80s when he let Paul Hackett take over play calling for a while (then took it back).But all of them could have called their own plays if they wanted to.

Moore didn't tank the offense.For sure, and that’s really why he needs to be gone. If it was all on Moore tanking the offense, he’s have a point, but at the end of the day there were too many other problems.
The point is that it's not a prerequisite to winning. Garrett had many things in his control that were impediments to winning.But all of them could have called their own plays if they wanted to.
