Because a bunch of gay hipster fans of convenience got disappointed they were cheated out of a high scoring Super Bowl.

It is pretty clear. They didn't get to see Manning light up the Seattle D, so they made up new rules to stop DBs from being physical and making high powered spread type offenses earn it.

Even though they picked up the flag, I can't believe the flag for unecessary roughness was thrown in the first place.

can we please have a rule where 3rd and 17 isn't erased by a cheap ass illegal contact foul?
 
As bad as Hoyer and Manziel has been, their WR group is shit. They need perfectly thrown passes. The passes have not been great, but the WRs aren't trying real hard either.
