Lubbock is so flat I am not sure it can be flooded.

I guess you missed the picture I posted. BTW, Lubbock floods a lot. Like a lot a lot. Mainly because it is so flat. The water has nowhere to go if it rains hard.

Yep. Water was wall to wall about 4 feet deep.

It depends, and it's actually not as stupid as you might think. Here in Lubbock we have what we call playa lakes. Their purpose is essentially a hole where water can drain to. Since Lubbock is so flat, there has to be somewhere for the water to go, so we essentially dug a bunch of holes in the ground to give the water areas to run off in to. There are now fish in these ponds. Now if say one of these playa lakes is across a street from say Lowe's and the water gets high enough in the playa lake to spill over the road, there very well could be fish in the water in the parking lot. It has happened before, and really is not all that unusual.
 
I don't understand the issue. FL is just as flat and more rainy than Texas, yet we never have these problems.

My guess is because UCF is a better engineering school than TT, that we've been able to problem solve and overcome. Good luck, hicks.

CA does it better. We eliminate the root cause of problems. We have a drought.

It's because there it doesn't rain 5 inches in an hour. At least all of the times I have been there, it's more of what we would call a sprinkle.
