It literally says 99% of the city is not in chaos, so that's not really what it's saying.

It's stupid either way.

There's an unacceptably high level of "protesting," and the National Guard has been sent in for less.

Maybe someone else is saying that but I'm referring to the twitter post which says 99% of the city is peaceful. That implies 1% is not. I'm just pointing out that 1% is a massive number of people.

And not that anyone cares but my personal opinion on the situation is that it was out of hand before any troops or National Guard were sent in. But unless California asked for the help I would have let them handle it themselves. Send troops in to protect Federal Buildings or Federal employees. But beyond that I would have let California deal with the looting and riots until they wanted help.
