My guess is they piggy-backed on some other legislation, maybe. Not a stand-alone bill. At least one would hope. WTF would anyone vote no to a bill that does nothing but save them money?

They complain that sales taxes will go up or that programs will be cut. I think there is a provision in it that allows them to have authority to tax somewhere else. Personally I'm all for no income tax. Although I'd prefer no property tax but that will never happen.

My guess is the ones bitching don't actually have to pay taxes. The net negative people if you will. And those same people are worried because if sales tax goes up they actually will pay more in taxes.
