Making scientific observations based on science fiction from 1913 makes just as much sense as trying to do so from a religious text, so I took it at face value.

Yeah, it didn't recede into the crust, when the core of mars cooled it lost most of its atmosphere, the water evaporated due to low pressure and made its way to space with the rest of the atmosphere. It wasn't siphoned off by aliens, it was siphoned off by the solar wind.
