He's fine if he's your WR4 or WR5. The problem was the talent at receiver was so bad that Brown was basically the #2, and then the #3 once hobbled Gallup came back.
As a bottom of the roster player, he actually fills a decent niche between special teams and being a reliable blocker on offense.
