Depends on your interpretation of the rule at that time.

That rule was so stupidly written, a player could stumble 50 yards and still be considered in the process of going to the ground. If you go by this interpretation of the rule at the time, yeah, ball did hit the ground and it is not a catch, just like Calvin Johnson and his ~five feet and knee before the ball hit the ground.

Even with the rule at the time, it doesn’t matter that the ball popped up. It matters if the ball hit the ground, then popped up. This is the only angle that shows the ball hitting the ground. All other angles are questionable cuz it could be the ball was on top of Dez’s forearm and therefore never touching the ground. However, they never showed this angle during the live telecast, IIRC, you only saw the angle from the sideline.

On the flip side, for Dez to be considered a catch, you’d have to believe that established control before Dez started going to the ground.
