Coming back, I noticed the Off Topic threads were hidden while logged out, so I imagine when that was changed, that's the timing when the VIP was inadvertently unlocked.

I wonder if it unlocked when I reopened registration. That would have opened the board for guests to view the board without registering. That may have overrode the forum specific restrictions. At least that's the only thing I can think of.
