Agreed, they were pretty shitty last year (relatively speaking) throughout the regular season and probably should've been like 10-7 if not for their ridiculous luck with blocked FG's and such.
Their defense should still be very solid but they haven't done much to upgrade or bolster any part of their roster outside of the draft, and Kelce is now a year older, so I expect them to be around the 10-11 win range.
I wouldn't say it's "over" necessarily because they should still compete to go deep in the playoffs, but they aren't the big, bad monster they've been perceived as for the last few years.
