Instead of changing direction every 4 or 8 years and accomplishing nothing ever, the system ought to be split. People can choose to live under a chosen system. Have the two parties, pick a side, live by the laws passed by the people you empower.

I don’t know if you can do that without dividing states or even cities, but it seems like it would be the best way to actually have a consistent set of rules to live by.
