2. The suspect was seemingly on top of a woman and posed a threat to her life.

Just based on all the Law of War/Rules of Engagement briefings we received from lawyers while I was in the military, that last head shot could get him reprimanded.

The guy was clearly no longer a threat. A final 'Call of Duty' style headshot was completely unnecessary.

The rules for civilian law enforcement could be completely different though. It'd be a weird dynamic if terrorists are entitled to more proportionality protections than American citizens.
