My first thought when I saw that was they're using Covid as an excuse, but they're really doing it to save money. If the thing looks like it can be viable, they'll expand to their home cities.

Yep. Might as well save on the stupid travel expenses and also to be honest, the whole stadium bullshit.
The whole thing sounds like a County Fair every week. They are selling tickets at $10 bucks per person, kids 15 and under free.
It is just going to be kind of weird with the schedule.
They haven't announced anything other than the opening game.

She is dumb. She should be clamoring to become a developmental league. That would open the door to longevity and potentially an eventual minor league situation where each team has an affiliate.
