I agree, there is a purpose for a Federal Government. Although it is very limited in my opinion. But you can't just hack at it. Some things may need time for a transition as opposed to cutting off funding with no real plan in place. I don't know enough about the nuclear stockpile and the agency that monitors it to have any real opinion on this specific situation.
