Clearly Better: Mahomes, Rodgers, Brees, Wilson, Brady
Caveats here are that Brees and Brady could be done at any moment and there is a decent chance that Rodgers is declining while Prescott is ascending, for now he's still better but I wouldn't be shocked if this time next year the "clearly better" list was just Mahomes and Wilson. There's an argument that Prescott has passed Brady but for now I'll still include him and write off last year as a function of a lack of offensive talent combined with Brady/Belichick both pretty much knowing it was over.
Same Tier: Watson, Ryan, Jackson, Wentz, Goff
Personally, I'd take Prescott over all of them except Watson, with Watson being a pure toss up for me. Most of the time the perception of any of these guys vs. Prescott is likely a function of recency bias, one way or the other.
Close but a Tier Below: Cousins, Stafford, Garropolo
Ultimately I think Prescott is solidly in that 5-10 range and where he sits exactly is subjective and mostly just a matter of "what have you done for me lately". It's a stretch to say Prescott is clearly top 5, although one could argue he might be on that 4/5 fringe based on projecting improvement, the age of Brady/Brees, etc.
I also think that Jackson is a guy who has a long way to go as a passer and right now the majority of his success is built off how dominant their running game was and how creatively Roman schemed up throws for him based off that threat and play-action. I'm putting him in that tier out of respect for winning the MVP but if he doesn't improve significantly as a passer, and become able to win consistently with his arm without a completely dominant running game, the guy won't be a high-level starter in 3 years.
