If that someone else is the Commissioner or someone with the Commissioner’s ear (e.g., Jeff Pash and/or Jeff Miller), it can’t be ruled out completely. If Roger Goodell is willing to burn political equity and to twist a few arms, he could try to get to 24.
Why would he have to "burn political equity" to get this passed? Why would most owners be so against it?

I mean I remember Mahomes definitely going higher than expected. He wasn't a guy that was in the discussion for the top 3 and fell. He was a guy in the discussion for the later portion of round one that the Chiefs went up and got because they had conviction on the guy.

I was skeptical because of the conference he played in, with shootouts almost every week. Didn't know if it was him or the level of competition he was facing.

Texas Tech's history with QBs was not great either.
