I say keep it as is. Reward the defense for making a play. Every other rule favors the offense.I like the current rule and don't see what's wrong with being penalized for being careless with the ball near the goalline. Just hold on to the damn ball. If they change it, we're going to see people practically throwing the ball forward when they get close because there will be no penalty for losing it.
Maybe you could let them keep the ball but they have to start back at the 20 or something. But even then, it wouldn't make sense to give them a fresh set of downs, either. Maybe they just get 3rd and goal from the 20. That might be okay.
