Which is what happens on a touchback, which itself has changed in recent years.
Bottom line, football is what the NFL decides it is.
Except after a touchback it has to be placed
somewhere , so I don't think I'd quite call that arbitrary.
And, these were rules that were established at or close to the onset, which is when the rules of a game should be established. Not 100 years later when it's been working fine up until this time. If you establish rules and then arbitrarily change them whenever the spirit moves you, it undermines confidence in the game.
This potentially changes quite a lot.
The NFL "decided" what NFL football is a long time ago. But, once established you can't just eschew your long standing rules for the sake of a specious benefit.
"From now on, if you hit the football with a baseball bat into the end zone, it will be considered a 'home run'. All offensive players on the field will be considered to have 'scored' and the offense is rewarded a point for each such player."

Or maybe, just maybe, if they veer too far away from what has been long established as part of the game, it's not ok.
