If this passes, every minority that's hired afterwards will always have the question of whether they were hired for their actual qualifications, or the fact they helped get a better draft pick.

Not to mention, how will this be implemented? They gain a spot? 5 spots? And what about the teams they jump... What if they are a team like the Saints or Patriots that are pretty solid with their head coaches and GMs. They get penalized because they are not making a change?

Or, what if they are directly behind a team that already has a black HC? Do they jump them, too? Because now a team that already has what this is supposed to be helping is getting penalized if they are jumped.

I lived on the west side of Miramar, FL for four years and there aren't any Lamborghinis driving around that part of South Florida unless they're lost. And that was a fairly nice middle class area. Over in east Miramar where its a lot more run down and urban development is lagging, Lambos and flashier Mercedes Benz vehicles would stick out like a sore thumb even more.
