Yes, the lack of regulations allowed two dipshits to put chemicals in old, shitty tanks which sprung a leak then ran over and through an emergency containment wall that had holes in it as well and needed a million dollars worth of work.

But wouldn't want these guys to lose any money by making sure things were safe.
