What is really happening is that they and other companies are dropping the public push, but there are still expectations in making “diverse” quotas in terms of interviews, if not hires. I speak from experience.

I don’t agree with that. It depends on the maturity and intelligence levels of the individuals. I’ve worked with some very responsible 18-19 year old people. I’ve also worked with completely useless, immature people in their 30s+.

You're right that some can be mature. You can't always tell in an interview though, so I wouldn't take that risk for a caretaker.
