Exactly.presumably he can, since he did, but deliberately doing that is grounds for extreme disciplinary action including, I would suspect, suspension or disbarment, but, since the bars are all run by Dems I expect nothing to come of it, they are probably drafting laudatory editorials as we speak about how such underhanded moves are acceptable when you are facing terrors such as Republican presidents.
