They thought that the voter registration card was always sufficient. Which you can borrow from a friend or friends if you want.

The representation is based on the population of each district as outlined in the constitution, so I'm not sure what you mean. Using a grid and keeping districts with right angles prevents gerrymandering, but it does nothing to curb representation.
