If you don't see a vast difference in cleanliness, overall increased niceness of staff and the type of people who shop there than you must have a shitty Target in your area
 
Depends...the ones close to me are good, we had bad ones in Vegas...we also had bad Target stores too. Target is fine, I don't really care...both serve their purpose.
 
We've got Shopko here too...which is a good department store too.
