three should be some kind of recourse for businesses who obtain permits to build something but have them revoked because new people are elected

I built houses for 25+ years and could never build anything if I thought after pouring the slab and framing up the walls some damn bureaucrat would pull the rug out from under me and revoke my valid and legally issued permit
