An old cell phone is not a bomb. You wouldn't be able to pack enough explosives in it to amount to anything. Unless maybe, if it was Zack Morris' old phone...

The cell phone is the trigger, used to remotely detonate the IED.
 
the London train bombs just looked like backpacks, let's handcuff every kid in school who has one of those.
