Basically. VMTs have been discussed ad naseum in the transportation industry as a way to "fairly" distribute tax burden for repairing roads, bridges, etc, but when you factor in the people in the rural areas having to drive further just to live the same quality of life as someone in a dense city it doesn't come out fair at all. CA is the first (shocker) to do it. But, yes, it's essentially a carbon tax.

It is hard to believe that middle class citizens would be ok with this. But I think a large number of them are so indoctrinated, they don't bother to question them anymore.

Hard to say the percentage breakdown, but definitely a combo of stupid, uninformed people and the fact that they own the state. A Republican will probably never win there again, no matter what the Dems do.
