Not really, they're mainly just letting all the fringe guys play the whole game.

Why play someone you know is a lock for the roster?

I think he's very likely the backup but I don't think they'd care about making it obvious, they've done so in the past. If anything I think they'd want to give Howell every chance possible to make the team or another team by playing all game if they knew Milton was the no brainer backup.
