Based solely on the plays presented, I disagree with this sentiment. It looks to me like he has a couple of seconds but is holding the ball, waiting for a play to develop or being indecisive.

I'm not saying he has forever to throw, but the sentiment that he has zero or almost zero time to throw doesn't look true to me.

None of these look like quick developing plays, so it could easily be offensive design at play here, or alternatively Burrow is spooked.
