If he's forced out he can come back in and be eligible.

These are the sorts of judgment calls that allow referees to control games.

I can't ever recall a play where a WR, or even punt gunner, where officials allowed that player to touch ball once they stepped out, forced out or not. However, the phrase "didn't re-establish position inbounds" is always tossed out.

I think if he steps out then comes back in and is running around for a few seconds in bounds maybe he reetablishes, but there's a whole lot of gray area in between.
