My understanding is the Bills (Writs) of Attainder make this move 100% unconstitutional. So, yes, just political theater.

Bills of attainder are explicitly banned by the U.S. Constitution:
  • Article I, Section 9, Clause 3: "No Bill of Attainder or ex post facto Law shall be passed." (Federal prohibition.)
  • Article I, Section 10: Prohibits states from passing them.
This reflects the framers' intent to uphold separation of powers (legislatures shouldn't act as judges) and protect due process.Modern courts use a three-part test to identify an unconstitutional bill of attainder:
  1. It imposes punishment.
  2. It targets specific individuals or an easily identifiable group.

This just screams fraud. What would an illegal with little income be able to do with a solar panel? It takes a fair amount of money to wire a solar panel into a house's electrical system. So, what's the goal here if it isn't meant to be fraud?

Because we are doing things that are practical and sustainable, hence the amount of energy storage which is essential for solar and wind harvesting effectiveness. They want to ban cow farts. We are not the same.
