Bullshit that's a fair catch interference penalty.

He didn't touch the returner and gave a yard distance. Punt returner bobbled the catch forward and into the returner's chest, arms spread out wide. The returner then just wrapped his arms around the ball that hit him in the chest

What if the returner bobbles the ball forward 10 yards? Punt returner gets initial first touch for free and that's it.
