The congressional group out of power has automatically taken this postureever since Bill Clinton was impeached. If you can taint the President it will take the shape of trying to see what avenues they have to try to return the impeachment mode of who ever holds office. Bush was continually attacked, as was Obama , then back to Trump. Each time this 1process has been engaged by congressional leaders and it has now made the population in the country to become more polarized and extreme in their behavior.
