Elections are a state thing, not federal. Neither Trump nor Congress has the constitutional authority to move it. Each state would have to vote in their individual Congresses to move it.

There definitely should not be mail in voting. But that point not withstanding, moving election day would be a terrible decision. It would egregiously harm this country, maybe irreparably. I have a serious problem with moving the election.
Just wear a mask if you want to and go to the polling place and vote. This isn't hard.
