The constitution was written at a time when tariff's were the federal government's main source of revenue. But then some bastard decided we should all pay income taxes.

American companies doing business in those countries will start to seek manufacturing elsewhere before too long. Whether you want to admit it or not, the countries themselves matter, because we need to measure which imports and exports are ultimately impacted. And, Congress blocked the tariffs on Canada, who are not negotiating. Their new PM already said that.India

Mexico
Israel
Canada
Those are pretty good size countries. And that's not all of them. That was just off the top of my head.
