I was just a little kid then and don't really remember him, but I think Carter meant well. He was just incompetent.

It isn’t possible in the context presented. The only clone that would be beneficial for Biden would be one who is his approximate age and developed to have a majority of physical traits as an original. The cloning process doesn’t have a history of successful cloning history that far back so how could there be any clones of him for presidential purposes?
