Because you have to do that as part of the hiring process? I mean Werder literally said we would bring in candudates soon and then right after we bring in two.

I mean, it doesn’t definitively rule out Jones resigning Garrett and Marvin Lewis was the Rooney Rule for Garrett, not McCarthy.

If Jones continues with Garrett, is that considered an extension of the existing term? Or officially a second term (this necessitating Rooney Rule) if papers signed after Jan 14th?

I don't think you have to comply with the Rooney rule if you extend a coach. The only super pesimisstic view would be that McCarthy and Lewis were brought in the gage their interest in being offensive and defensive coordinators for Garrett. But that seems highly unlikely considering McCarthy is interviewing for other teams head coaching gigs.
