Abso-f'n-lutely.
I used to think he was at least better than Campo. Now I'm not so sure. Campo was given compete dog shit across the roster to work with, and managed to win 5 games with them. Garrett was given a franchise QB at the very start, and aside from a couple flash seasons (which went nowhere in the playoffs) didn't fare a whole lot better than the Poodle. A 3 game difference between Campo's 5-11 seasons compared to Garrett's patented 8-8 looks a whole lot different if you consider the rosters each had to work with.
