I didn't hear the explanation, but I can tell you why I didn't think it was a TD and you can tell me if this is how it was explained...

The funny thing about your foot coming down is that if he did a toe touch and then landed flat on his back without another part of that same foot coming down in bounds, it would have been a touchdown.

But if if the entire foot comes down, even if the front part hits inbounds first, the entire foot has to come down inbounds or it doesn't count.

So, what if the toes touch, and he is hit and his toes come off the ground on his way out of bounds and then his heel hits? It's a stupid rule. If you get toes down it should count.
