Yeah I think he is hinting at that Governors don't have to do as the President wants. Separation of powers essentially. Which is true but that doesn't mean state governors have unlimited power either.

Yep, I read that at first he actually got complimentary comments from his bosses. Then a little while later as it got more views -- and the higher-ups saw it -- they asked him to take it down, then ordered him to take it down. He supposedly refused.
I think he was put on "administrative leave pending termination" or some euphemism for "You're fired as soon as this dies down."
