To me it sounds like he's talking more about immigration rather than desegregation... Chinese stay in China, Italians stay in Italy, Germans stay in Germany, Spaniards stay in Spain, etc. Where he is missing the mark is even in Africa, blacks from different countries there vary differently from one another in many aspects of their cultures.
I don't think that's what he's saying at all. I think he's literally saying segregate people.
His premise began with taking about racism against black people and then he talked about the homogeneity of Finland.
Then he talks about being inherently comfortable in a room full of black people.
Then he says, "I would love to know if you think integration was the right solution."
I don't know any other way to interpret that.
