I believe they can't. Once they passed the deadline (I think it was in July) they're stuck under the franchise tag. He can't be signed to a new contract until the offseason.

As Slater said, yes they have done it before and just rolled the money over, but this is a lot of money.

It honestly wouldn't surprise me either way at this point.
