What's happening is he's being doubled and the passing windows are smaller & Romo doesn't want to make a risky throw.

Thing is, you can get away with riskier throws with elite talent like Dez and Megatron.

Again, Romo's simply being too careful. We're not winning any games with Terrence Williams being our featured threat on offense.
