What does 'going to the ground' have anything to do to change the elements of what a catch is?

Years ago, a catch was 2 feet down.

Now, it's 2 feet down and a football move....well, unless the receiver was going to the ground. Then, maintaining possession through the fall, regardless of how many feet down, and after the completion of the fall until the receiver is 100% fallen and starting his post-fall move. THEN...it's a catch.
